It's just called a vampire, and it refers to the wall wart power supplies for cell phones and such. They draw power even when they are not charging their device. Each draws a relatively small amount of power, but with nearly a billion in use in the US alone, the total is a significant portion of our electric power consumption. Technology has been developed to make them much more efficient, but adoption is optional and has been slow.
