Contrary to what secular humanists believe, man is not basically "good" inside. In fact it's just the opposite, man's inclinations are towards disobedience, maliciousness, destruction and hate. This side of human nature can be seen in very young children. For example, tell a 2-year old to not touch something, leave them alone for one minute and in most cases they will disobey and proceed to touch it anyway out of willful rebellion. In theology, this is what we call sin nature.

There is also another side of humanity which is the desire to love and show compassion. This requires more effort than simply doing what we want and consequently we are not usually inclined to behave selflessly. In Biblical theology, this compassionate side is said to have come from God who has written His law on all of our hearts. That is everyone has a built-in basic understanding of right and wrong. This is also why there is no excuse for ignorance - we are all responsible for our own behavior and choices in life and the resulting consequences.

This explains why even in remote cultures, sin produces guilt despite certain social mores. For example, even though it may be customary for cannibals to kill and eat people, they actually understand that it is wrong to do so.
