Every time I try to get online or open a program like my antivirus or spyware or Internet a pop-up comes up and says 'ARE YOU SURE YOU WANNA DO THIS' they are getting annoying and is there anything Ican do to turn them off

Another way to turn of UAC is:

Click Start, then click on your User picture at the top. This will bring up User Accounts, Click Turn User Account Control on or off. When a new window opens uncheck the box "Use User Account Control (UAC) to help protect your computer". Click Ok. You will have to restart the computer for this to take effect.

It's called User Account Controls and it's enabled by default to Standard and Classic users. As irritating as it may become it also consumes a lot of resources, especially when opening large files (like dvd movies, large setup files, even moving files from one place to another..).
To disable it go to start and type cmd. Be sure to select Run As Administrator then open it.
Now type msconfig, then go to Tools tab and search for Disable UAP (User Account Protection). Click Launch and it will ask you to reboot.
You can allways enable it afterwards.

Right click "Computer" on the desktop, click on Security Center, and turn off "User Account Control. Vista will whine about it, but don't worry about that.
