It would appear that he has. Only time will tell for sure. As crooked as Nixon was he did do some things right like NEGOTIATE PEACE between Israel and Egypt. He froze prices when inflation was getting out of hand. That helped a lot . Nixon was paranoid but competent. Dubya is schizophrenic and incompetent.
