It sounds like a fungus to me. You can find fungicides at your local pet store. Ick is a parasite that is about the size of a grain of salt. Usually it speckles all over the fish. It doesn't sound like your fish has ick, but if it does, it too can be treated.

There are several diseases that have white spots. I gave my fish a salt bath with regular table salt and it helped him, do research on the net.

Fish scale elephantightis, basically his scales are decaying. He will soon need to be placed in the big white bowl to be sent out to the big sewer pipe. I think you should prepare. What ever you do don't put any other fish in the bowl, it is a catchy (get it?) disease.

It might be the beginning of fungus. Immediately take the fish out and place it somewhere else, and use a fungus remedy until symptoms go away.

Even though your fish might be a male, some of these get ovipositors like the females - see the third and fourth photos: http://www.flippersandfins.net/faq.htm#malefemale
