Right now, Bush & Cheney are leaning on the Iraqi parliament hard to pass an oil law that will allow oil companies to take up to 80% of Iraq's oil wealth.
One of the companies who would swoop in for contracts once it's passed is Chevron.
Problem is, Chevron was involved in the oil for food scandal, and Condi Rice was chair of their public policy committee at the time.
Should they be allowed to profit from our war and diplomacy after violating the sanctions against Saddam?

You're not familiar with the Hydrocarbon Law. The arrangement you described is what Iraq HAD and other countries with easily extractable oil in the Middle East have.
None of those countries would accept the deal Bush is forcing on the Iraqis without a gun to their heads, and Iraqi oil workers unions and scholars oppose.
Parliament is procrastinating on voting on it because if they oppose it, Bush will kill them. If they pass it, their own people will kill them.
