after you get the national dex...you can go into the house and talk to this girl and she gives you one. or you can go behind the poke mansion and get evee after you get the national dex.

Go to Hearthome City and go to the house next to the Pokemon center and inside go talk to the girl after you have gotten the national dex. Answer yes to her question and she'll give you an eevee.
