remove and clean the IAC (idle air control) valve with spray carb clean.
also add a can / bottle of fuel injector cleaner to tank on next fill up.
if this does not work you will have to change the IAC. it controls the idle speed and when the idle goes up and down it is an idication that it is sticking.

You should get the vehicles computer scanned and check for any problems as well as codes and then you will have a good idea on what the problem truly is.
Try finding an independent shop instead of the dealer or a chain store because you will be overall more pleased with the findings and the service.

The air filter could cause that problem,however the last time I had a car do that it was the throttle position sensor however it was on other model cars so I don't know about Honda's.

i agree with racing girl, it could be either the idle air control valve or the tps( throttle position sensor). have it diagnosed and get it repaired at a reputable shop. good luck.

the girl is right but it is also possible to have a bad throttle body because coolant passes through a vane or passage in the throttle body . if coolant stops flowing it will cause the engine to surge

check the mass air flow sensor should be by your air filter with a wire harness going to it...DO NOT BRAKE THE FILAMENT INSIDE IT. also how long has your fuel filter been on it???
