It just means something similar to "the goods" or "information," said in a catchier way.
If someone says they've got the skinny on a player, it just means they have the most basic, important info regarding that particular player.

It's basically slang for "information" on a player. Similar to me saying, "Can you give me the 411 on the latest episode of "Heroes?"
For example, the skinny on Vlad Guerrero is that he's tough to pitch around, as he can make contact with any pitch no matter how far it is from the plate.

I believe its the "Quick Information" on a player.
So when a guy asks, whats the skinny on Carlos Beltran. The answer could be, he is a good OF and hard guy to get out with some pop in his bat.
