this is my laptop. It is in france. I need it here in the US. I thought having it mailed to me by DHL. Should I pay taxes ? if yes where should I ask ?

Contact US Customs. While the carrier may be able to estimate the duty, the Customs Service has the final say.

Ask DHL. They have experts that can help you with all the documentation that you'll need to get it to the US, and they will know which forms you have to fill out - plus fill them out for you if necessary.

If it is your laptop, you should not pay import taxes. Import taxes are only paid when there is a commercial transaction involved.
