A license is given to you by the state that you work in and is necessary to work as a pharmacy tech. If you have no previous pharmacy experience, your employer usually helps you get this. A certification is something that you can attain (after your license) from an organization like the Pharmacy Technician Certification Board. It is just a little extra something to show employers that you are serious about your job. Certified pharmacy techs often use "CPhT" after their name (such as on their resume) to distinguish themselves.

License means you have a piece of paper from the state saying you are a pharm tech. You can work in a pharmacy.
Certified means you have passed the PTCE.
Almost all states require pharm techs to be licensed. Only one state, Texas, requires techs to be both licensed and certified.
