i dont know about Texas laws but in the Uk that is simply unacceptable legally and morally, if you know of such a case you should report it to the authorities. Child sex offenders even when they get out of jail they still face strong restrictions ( normally they are not allowed to go close to schools etc).

I would not want him in the same city, let alone the same house. But I would guess it has to do with a court order.
