For the past few years, Bonds has declined to sign the blanket licensing agreements used by the MLBPA in order to bundle together the image rights to all the players in one go. So he's not included. His agents license his image rights individually.

Any player---in this case Barry Bonds---has the right to say no to being put into a video game. It can be because the player is in a way going on strike, because he doesn't like the game or manufacturer, or because they don't like their appearance in the game. MLB 2K7 might have Bonds though. He might also be an unlockable for some reason. Why do you care about Bonds anyway?

He licenses his image and so forth separate from MLB, so if a game doesn't have him, he hasn't licensed them to do so.
