Which galaxy? Most galaxies are receding from the earth because the expansion of the universe makes everything recede from everything else. However, on a more local scale, some objects are approaching each other. Some of the closer galaxies may be approaching us. (The Earth is part of the Milky Way galaxy.)

Maybe you left off part of the question. If light from a galaxy has a red-shift, then it is receding. If it has an ultra-violet shift, it is receding. This is from the Doppler effect. With sound, if a car horn is receding from you, it sounds lower. If it's approaching you, it sounds higher.

We, the Earth, are a part of an ever twirling galaxy spinning it's way through the universe, while we reside on the outer most tip of the Sagatarian Arm, far from the center of the Milky Way Galaxy. We are 100,000,000 light years from the galaxies center, and it's 200,000,000 light years across. Therefore, the galaxy is neither approaching us, more moving away, we are apart of it continually.

If you mean the Milky Way, we are part of it. Some bits are receding and some bits get closer as the galaxy revolves and the various stars and other objects respond to the ever changing gravitational pulls.

If by "the Galaxy" you mean The Milky Way, it is neither because we are inside it - our sun is part of the Milky Way.

There are however millions of other galaxies out there. With a few exceptions, they are all receding from us. This is because of the general expansion of space-time. We can tell by measuring the red-shift of the galaxies.

The earth is a part of the galaxy, thus the question is flawed.

The solar system "orbits" the center of the galaxy in much the same way that the earth orbits the sun, and the galaxy "orbits" the local group, and the local group orbits the virgo cluster....

The Galaxy is receding from eath, because the universe loves Chaos. Chaos and destruction take less entropy then order does. The galaxy searches for ways to produce the least amount of entry thus the galaxy is expanding. An example would be it take less entropy to throw a shirt on your bed then it does to fold it and put in a draw.

YOU CAN TELL BY WHAT THEY CALL A RED OR BLUE SHIFT. AS LIGHT TRAVELES AWAY FROM THE OBSERVER IT SHINES AS RED LIGHT DUE TO THE INCREASE OF WAVELENGTH. IF THE LIGHT SHINES BLUE THAN IT IS HEADING TOWARDS YOU. THIS IS CAUSED BY THE DOPPLER SHIFT. IM PRETTY SURE THATS WHAT YOUR ASKING.
