I know he originated from the HP Lovecraft novels, but how did he end up being the biggest character? He's in movies, video games, etc. What makes Cthulhu so special?

Becasue is was great Horror, and Lovecraft formulated an entire world for it, as opposed to single stories. He used elements from the best horror writers so far, and integrated them into a usable format. Thus, it formed the basis of modern horror.

This happened in other areas too: Tolkien, did it for fantasy. He modernized the whole genre but combining traditional elements in a single world.

Cthulhu represents the sum of Lovecraft's world, even though the character rarely appears, or is mentioned. That world has been the source of countless stories, and will likely continue to be so for a long time. It's an excellent framework of horror.

The whole RPG world owes Tolkien and Lovecraft a hugh debt: They moderized the idea of expandable worlds as frameworks for other stories. Any module uses this idea. D20 is codifcation this idea.

Just the fact that you called The Great Cthulhu a "character" proves you know nothing about him.
In his infinite mercy, maybe he will eat you first, and not make you watch.

He's enormous and ancient, and his mouth is covered with tentacles. He drives everybody mad before devouring them. Basically, he's completely awesome. Ia! Ia! Cthulhu fhtagn!

It was one of the greatest Old Ones, and was mentioned more than the others. It's simply a case of myth envy.
