is it likely that I can still be considered for a future position if I apply again, or did I basically burn the bridge by doing that?

I turned down a position for a great job but I felt the time wasn't right for me to be with them because of their location, and distance to family, etc. I'm wondering if I still have a chance with them when my situation to work for them is better.

Depends on circumstances and the people involved, but turning down one job, especially if you did it graciously, would probably not disqualify you from getting a job with them later.

It depends on how you handled turning them down. If you wrote a professional letter saying that you would have enjoyed working for them but you had a better offer etc.. you would still be considered for future employment. If you were rude or didn't contact them with your refusal they probably won't consider you again.

It's hard to say. I have hired people after things like this but I always wonder if the situation they were concerned about the first time around will become an issue again. In other words, they're not usually my first choice.
