Well that question can go two ways.
If your question is "Is it socially acceptable for two cousins to get married", I would respond that it depends on the society involved. In many African and Middle Eastern cultures, marriage to your first cousin is not only acceptable, but expected in certain cases. I actually know a few people from the Middle East whose parents are cousins. But in places like America, recent attituteds cause people to think of it as nasty. Funny enough, cousin marriages weren't odd 100+ years ago here in the US. Remember 'Gone With The Wind'? Melanie and Ashley Wilkes were first cousins.
That brings us to the second option. If your question is "Can first cousins safely have a baby?" the answer is actually YES. The people I know whose parents are cousins are perfectly fine both physically and intellectually (one of them is actually a lawyer and went to an Ivy League college...on scholarship).
Cousins are not as biologically close as some people think. If two first cousins get married, the only danger is that they can both carry recessive genes for the same things (like diabetes or blindness). But if their kids come out blind or diabetic, it's not because they are cousins. It's because both of the parents carry the same trait. And that can happen between two people are not biologically related (for instance, both my parents have a myopic gene, and all their kids have to wear glasses).
The only danger is when familes constantly marry their cousins, which can eventually lead to problems. It's kinda of gross to me (my cousin is more like my brother), but biologically it won't hurt their offspring.

EDIT: I don't know about what the bible says about it, but by today's standards, that's still pretty sickening.
