I think your question needs clarification.

The government exists for the express purpose of promoting the interests of the general public.

So, Are you asking about groups within the government, or groups outside of government?

Zurvan nailed it. while many organizations and groups claim to promote the best interest of all Americans. the ACLU is the only group to stand up and fight for rights expressed in the Constitution. no matter how unpopular at the time.

The Independents. They care about how a Politician can help us not what party he belongs too.I am expecting allot of thumbs down on this one.

If your referring to interest groups than the most common one to fit that category would be the ACLU.
