It was working before the washer was replaced, so basically just want to know if there is any possibility of it being fixed, or just replaced.

What causes it to happen by the way?

Are they very expensive?

Sounds to me like he tightened the "spindle" on the tap with the "spindle" in the closed position. Remove it, open the valve, and reinstall. Now close the faucet and it should be ok.

Looks like Bare B gave the correct answer only you should always add a thin coat of grease to the stem and open and close it a few times before you re install it, the packing tends to dry out making it harder to turn. While you have it out you should also check the seat (in the bottom of the hole the stem came from) if it has groves cut in it replace it also or the new washer wont last long.

Pretty vague question here. What sort of a TAP is it?? All sorts of water fixtures can be called taps. Is it a bath sink faucet, a kitchen sink faucet, a bathtub/shower fixture??? How old might it be, did it actually use a washer or did he replace a seal???. Lots of possibilities. Would be much easier to offer solutions if we had more info.

He could have over tightened it. Ask him to back it off a little. If it is what I think it is, they run between $2 and $5., depending on the quality and style. If it is a regular kitchen faucet, the assembly could run as much as $20. Most are much less.

If your puting money in a older washer STOP !
1 get a new one if u can ...
2 sell it and get another use washer
3stop wasting time about something that don't work .
ask around some time poeple have washer that work , it just sitting and it work too,, just ask and get it free..
