So I might be moving to the USA in the summer and im English. I heard that someone I used to know who moved to the States and is also English and 16 like me, isn't allowed to drive yet because he isn't American. What? How does that work? Will I not be able to drive?

It depends on the state. Do you have a drivers license in England? Each state has it's own department of motor vehicles (or some variation thereof). Search the state you will be moving to and find out the regulations.

As soon as you become a resident of a State officially, if your Dad is taking you and working paying taxes a month in most States, you don't have to be a citizen.
You can then drive on your US license in the UK for a year but then you have to pass our test and that's hard w. all the bad habits you pick up.

To be able to get your drivers license in the USA, and you are foreign then you have to wait until you are 18. Or, you could always try to obtain american citizenship, then you would be able to get you licence at 16.
