Well her idea of what romantic is may be different than yours. I think women tend to view romance as separated from sex, and ultimately your gesture was for enhancing the sex. Secondly she may think you were thinking more for yourself than for her because you're reasoning for the strobe lights would be so YOU could have the impression that SHE was moving when you made love? What about her? What would she really get out of it. And finally by saying that it would give you the impression that she was moving could be implying that she normally doesn't move/put effort which may be the case, but not something to bring up when trying to be romantic.
Ultimately I think you are well intentioned, and it was a cute idea that simply backfired. I think there was definitely some misunderstanding and you should definitely try and talk to her about it but not get defensive. She probably just viewed this gesture differently than you intended her to.

From what I know you have to be 18 to move on your own, however immaturity shows in your wanting what's in the moment and not planning far down the road. It's time, actually, for you to continue to live at home until you're 21 or so, to save money, to get lesser expensive college education, to learn to mature and work with your father instead of wanting to move on. And, save up $2,000 to pay for getting into an apartment plus electric deposit, and money to buy the things you need when you start it up. I'd suggest you don't work so as to keep up your grades. While you are under age, or even past that your dad probably would be willing to not let you work IF you keep up your grades in college. A parent relationship that has gone silent doesn't matter, just start up a conversation.
