I worked for Elizabeth Arden for a while and one of the products I really liked was the Good Morning Eye Treatment. I still use it. It is expensive but you need only a TINY little dab under your eyes. I have seen it work on people (even men) and I use it when I don't want to show puffy eyes after staying up all night. I think it basically has cucumber in it.
I don't have a big problem with dark eye circles myself but I use a concealer to cover other problems. Remember that you want to have one a little lighter than your makeup so that it lightens up the area. You could use a cream or a light powder just be sure to blend. The less you can put on the better since the skin around your eye is really delicate and you don't want it to seem cakey. Hope this is helpful.
