It has to be both A and B. He didn't get along with the Democrats in Congress, not at all; and while some have argued that he appointed more blacks to public office than any president before him (that's true) he didn't have the same civil rights agenda as did Johnson.

But he did always remain loyal to his friends and yes, he wanted to defeat his enemies majorly as well.
