Can you think of any technology that can mitigate the harmful effects of IEDs and IED shockwaves?

Yes. There are already HUMV's specially equipped with underbellies that direct the force of an explosion outward, away from the personnel inside. The technology has been around for years, but DOD failed to deploy the IED resistant HUMV's in time to save lives. Even now, four years into the war, these IED resistant vehicles are in short supply.
