in flash,u make a button,duble clik on it and u get up,over etc.put a pic on the key over,how do put buton on?

in macromedia flash, you can make buttons by pressing F8, the you can give it actions by double clicking on it, there you would see the worlds up, over, down and hit. If you put a picture on a keyframe on 'over', how do you put buttons on the picture so it would look like the start menu of a Windows XP, WERE YOU CAN PRESS THE BUTTONS, PLEASE GIVE ME HELP AND PROFESSIONAL FLASH EXPERTS EMAILS, thank you for reading.
