a small town/city, there were only decent, loving and caring, well educated honest, no racist, none smoker/drinker (alcohol) none cheater on his/her partner/boyfriend/girlfriend/ wife and friendly, geniune people only??

The Mormons tried and failed in Salt Lake City.
I suggest you and I start a commune of like-minded individuals. I agree with everything you said - except for the no drinking.
Oh..and I'm not sure about the no smoking.
I'm not sure how we'd enforce the no cheating.
And we can avoid the racism problem if we restrict membership to white people only.

It's called a monestary or a convent. And honestly, how boring to have no sort of culture at all. Everyone thinking and acting the same, looking and talking the same. Variety is the spice of life.

you can... but eventually it might be desserted as my expectation is that adam and eve would have both met your criteria... but things change pretty fast due to fear/jealousy/possession!!!
i'd say... make a family that is well educated, honest, doesn't discriminate, no one smokes or drinks... and is faithful.... you achieve that and you would have made your contribution to the world...
