The occasion. It would be very inappropriate, for example, to make a 20 minute speech at a wedding shower, lol.

Writers and speakers have the same rule...know your audience. Of your 3 choices, I would say A. is probably the best. The occasion determines the types of people that are there, as well as the reason for the speech.

Most of the time it's the occasion. I've made 3 minute speeches, 12 minute ones, and half an hour ones. The audience doesn't really matter. Location sort of matters, if it's outdoors it's going to be generally shorter.

How about the topic. How passionate you are about it, how much in depth you feel you need to go to cover the subject and prove your point.

Well, you don't want it too long so your audience goes to sleep...but you want to keep it long enough so you keep the attention of your audience
