Yes you will get your money back from paypal. Make sure that you have given enough time for the item to arrive, It is rare to actually be ripped off when using paypal, it is usually just bad comms. It is really annoying when sellers do not reply to emails. There is really good safeguards on paypal if your item is not recieved, however if they have proof of posting it can be a problem, because then the responsibility lies with the post office and they take ages to settle a claim.
In the uk all postage is insured up to I believe £30 you do not have to pay extra for this.

Don't leave a neg just yet, it will only get the seller's back up.
The best place for advice on this matter is on ebay. Go to Community Question and Answers, there are always people there willing to help but you'll need to have thick skin as some can be very abrupt, although the information they give is A1.
You need to open an INR [item not received] through paypal. If they had a little shield beside there name you'll get your money back, if not you'll get it back less £15, if they have no money in their account.
What ever you do, don't close the dispute until your are fully refunded as you can't open a second one.

I've brought quite a few items on ebay. Some good a couple bad. I brought a pair of Birkenstock Sandals recently and paid a fair amount for them, unfortunately i think they are 'fakes'.. very clever fakes, but fakes all the same!! I wish i had paid the extra few quid and brought the real thing! Also, brought a comedy box-set.. was a bit surprised to get 4 discs of copies.. i'm sure thats illegal! Other than that, brought some great cheap books and cds.

Yes it's happened to me I payed for a CD and never received it, I don't know if the seller was truthful in saying that Royal Mail lost it but I never really did anything about it as I had not gone for the extra insurance payment so nothing could really be done about it.

My son just last week bought a nokia mobile phone for £80. Trouble is the phone is locked. He has taken it to Carphone Warehouse who said it cant be unlocked. He contacted the seller who said (reluctantly) that if he returns the phone she will refund him,but as he says,she will then have the phone & his money. PayPay are investigating for him

Give negative feedback to the seller, send them more emails, contact eBay about the seller

You can dispute it on Ebay. They can probably get your refund or make the person pay. At the very least, it let's others know that the buyer is shady.
