The North won the Civil War militarily and in doing so were able to stop secession and preserve the union, and also ended slavery in the process. The South, however, was able to prevent the North from imposing the Northern way of life on the South during Reconstruction. The South during Reconstruction was supposed to create a non-racist society, modernize its economy, and write new constitutions for their states. Despite Northern military occupation, the South was able to basically bide their time until the Northern troops left, and by that point, had been able to retake control of the state governments, removing black politicians from office and ensuring that blacks would not get to exercise political and civil rights.

The North did win the war. Gen. Lee ( Commander of the Northern VA Army) surrendered to Gen. Jackson in 1865 at Appomattox courthouse. The war lasted from 1861-1865, most of the war was fought in the South therefore most of the damage accrued there. After it was over the Southern states that seceded had to sigh loyalty to the Union and in return their states were rebuilt over the course of many years.
