I believe you are trying to ask why like poles repel while like species and minded people attract. If so, the laws of physics does not always apply to the laws of nature. Just as two wrongs don't make a right even though two negatives can make a positive.
It is the way of nature. If all things alike repelled each other then nature would not be possible. If a tree lets go of its nuts other trees will grow next to it. If all birds were repelled from there own species and attracted to another then there would be a melting pot of species and would neutralize so to speak. And if like minded people were repelled from each other than there would not be any progress whatsoever in any venture.

The irony of these contradictory proverbs lies in their different applications. `Birds of a feather`, applies to otherwise unconnected same species gatherings. Birds, Football fans, old Tories etc. `Like poles` is used in the form of personal relationships, referring generally to partnerships, marriages, one-to-one situations, bosses, in-laws. One is a group, or collective saying, the other is personal.

Psychologists have actually found that people are more likely to fit into the "birds of a feather..." saying. It is more rare to find that "opposites attract" at least in lasting relationships.
