If add fund from saving account to Paypal, and pay seller with the fund in Paypal, will seller get charge?

I know that seller will get charge when received payment from Paypal that's done through credit card/debit card

If I first transfer money from my account/card to Paypal (means adding fund to Paypal). Then use those fund in paypal to pay for item, will the seller get charge stil when receive the payment?

Yes the seller gets charged to receive a payment no matter how the payment is funded.

yes. they get charged no matter what (depends on the type of account they are using).
