The most efficient way to get any car faster is a nitrous system. For a civic... $400... you might be able to get in a bulk buy and get it for $350. http://www.hondahookup.com itll add 50+ hp
Dumping the automatic for a manual is another way to go. youre looking at nearly a full second faster in the 1/4 mile.
you find a manual at any junkyard for around $500... for the full swap-$1000.

Look man, I'm a Honda enthusiast and its only a waste of time/money if your stuck with the auto. If your car is stock you can go for intake/header/exhaust. You'll feel a gain, but your better off enjoying your car for what it was designed for, economic commuter. Put your money into comfort rather than power.

start with upgrading the intake to a ram air intake or cold air intake, and upgrading the exhaust. these mods are good starting points, after that it really depends on how much faster you want your car to go. for super fast you would want to rebuild the motor to handle turbo or nitrous, such as forged pistons, performance cam or cams, upgrade valves and valve springs, arp head studs just to name a few.
