One of Newton's law states that"if a body A exerts a force on body B, then body B will exert an equal but opposite force on body A."

so Yes, it is true, there might be an action and you don't see the reaction right away, but it will happen,
even though this might not happen infront of your eyes it happens and you dont see it.

yes, even if the reaction is a lack of change or lack of new action.
such as when there is a deadlock and either
1- the actions stay consistant and the deadlock persists
2-the new actions don't change the deadlock or can't break the deadlock.

Think about it.

So the step is the action, the reaction is arriving somewhere.
It's simple really and is very much apparent in every day life.
