Really, all of the cheap food is off of the strip, or it's downtown. So if you're staying on the south end of the Strip, you'll be hard pressed to find really cheap food. The best thing you can do, is when you get here, pick up booklets (like Vegas 24/7) because they break down all of the restaurants in the casinos and then give you an avg price listing. That's what I do when I go to the strip. But if you aren't going ot be on the Strip, any local casino will have good deals on food.

The Rio has a great buffet! ... 7.99 (the last time I was there) ... Its not right on the strip ... Its on Tropicana across the freeway ...
Another great place ... again, off the strip, is Sams Town .. Firelight Buffet ... Great Great Great food ... Cheap too 9.99 (last time I was there)
Great Spaghetti and garlic bread is on the strip ...Klondike Casino ... less than 5 bucks!
Have fun in Vegas!
P.S. Drats! I just found out Klondike Casino closed and is awaiting demolition! I have not gone to the strip in a long time I always avoid the strip whenever we visit relatives in Vegas ...

Here's a list I found when I was looking for the same thing.
28 places to eat for under $25 in Vegas:
1. Caffe Giorgio located in the Mandalay Place offers up pizza’s and pasta for a reasonable price. By yourself, you will easily fall under $25, if you’re with somebody split a pizza and have iced tea and you should still get out cheap.
2. House of Blues, at the Mandalay Bay. My idea of a great cheap meal: A bowl of House of Blues gumbo and a The Caprese Sandwich that includes Mozzarella, Roma Tomatoes, Roasted Pepper Relish on Toasted French Bread with Pasta Salad
3. Backstage deliat the Luxor Hotel. It’s simple and easy and open for a large portion of the day. You can get a cheap bagel sandwich to start the day or have a decent sized club sandwich for lunch at around $10
My wife loves the $9 Cobb salad and my kids can split a $3 hot dog.
4. Regale Italian Eatery at the Excalibur. Family style eating is the best way to go, grab a huge portion of Spaghetti and meat sauce or the sausage and peppers. The kids will eat and their might be enough for your mother-in–law to try to sneak in a free meal.
MGM Grand has plenty of fantastic high end restaurants but it also has a few great places to save a buck on good food.
5. witchcraft,this is a deli with a large dose of adrenaline, everything is kicked up to another level. Have anything with red meat and you will realize that sandwiches do not have to be simple packages of quick fast food. A brief culinary experience awaits you in any of their sandwiches and if you are smart, you take some extra bread just so that you can “munch” on it the rest of the day.
6. Rainforest Café,This is easily one of the most surprising restaurants in Las Vegas for me. The breakfast menu is very good and very affordable. Stay away from the steak and eggs, it will be come an addiction.
7. Stage Deli. Your best bet at the Stage deli is a bowl of soup and a big piece of crusty bread. Well, toss in a beer as well and you are set for way under $25.
The New York/New York Hotel and Casino offers plenty of good eating choices and a fair amount of options when looking to save a some money.
8. ESPN Zone is a great location if you want a simple menu and a chance to have a beer with your meal. Prices are reasonable and there is little chance that you can break the $25 barrier on just a meal.
9. Gonzalez Y Gonzalez located in the village eateries will satisfy your craving for Mexican food, Most of the entrées are under $15 and you can easily fill up on appetizers that are all under $10.

The Monte Carlo has a great food court for low cost meals as well as three places where you can get away from fast food and still stay under $25.

Try Cheeseburger in the Desert Passage (or the Miracle Mile now) - it's not fast food, it's pretty good

The Fashion Show mall has pretty good restaurants - Maggianos, Ra Sushi (great sushi, well priced), Cafe Babareba

California Pizza Kitchen at Mirage...
Pretty much every casino has some nice cheap places to get food and hang out. You can also try the 24 hour Cafes - every casino has them. Some of the buffets are also pretty good and you'll get your money's worth, but could be pricey too. The one in The Orleans, and the Gold Coast are pretty decent and great food. Just try to avoid the really upscale restaurants, because it'll cost you...

Eat a buffet at the Luxor or any major casino really. I'm sure people have their favorites. After that just eat at Mcdonalds. But you got to have one buffet.

there is a good food court by the Coke bottle, another one in the back of O'Shea's. also slots o fun by Circus Circus and some places by Casino Royale. Denny's/Outback Steakhouse is there too.

Denny's, harrarah's buffet, the food court in the riviera. I found it cheaper to eat off the strip if possible go to Freemont steet. the food is much cheaper.
