I think people teach their kids how to treat others mostly.
However, if we allow someone to walk all over us and give them the upper hand, we teach them in a sense that they have the opportunity to do it to everyone. That is how it all starts in my opinion. It takes a lot more people to stand up to someone once they are rude than it does to give someone the notion they are better than everyone else and can treat others bad.

Yes, we should treat people how we ourselves would lilke to be treated, this is not always the case though....but there are some real jerks out there too.......treat others as you would treat yourself

people don't treat you the way you want them to, even if you tell them how you want to be treated.
