The one attached to a very hi speed internet service on a very fast computer using a very good O/S of course~ winDOZE IS NOT THAT ONE nor is Internerd Explored sux or 7...
I use Konqueror 3.2 (KDE) it has a 3.02 second cold start
0.55 sec warm start,0.80 rendering,75 script speed,
2.34 multi image, 60 history,and a 111 script speed.
It does not get faster than this* under currently
known technical capabilities

Below is a list of alt browsers to try: if your using microSLOP winDOZE its gonna be slow no matter what but, you can use say Mozilla its faster than IE: I use linux O/S
link #2 is a browser speed/ performance test result page(s)
link 3 explains itself hehehe a lil humor is a good thing... but if you insist on using a really slow and unstable O/S like winDOZE ?well mozilla is probably your very best shot for ease of use and speed...

browsers don't really affect your Internet browsing speed. it is your Internet connection that does that. Mozilla FireFox is supposedly the best out there.
