So, I cannot be on any hormone-based birth control (including the pill or any of its variants like the shot, the patch) because I have a bad reaction to it. But, I don't want to eliminate my sex life with my boyfriend. The problem is that I am absolutely not willing to get pregnant at this point in time, so I need to figure out a plan that will ensure that I won't get pregnant.
So, we came up with two options:
1. Always use condoms, take a day-after pill if one breaks.
2. Always use condoms, only have sex 5 days after period is over, 5 days before period to avoid ovulation time.

will either of those be safe enough? :s

Okay, okay, I admit my last response was a tad mean - you have to understand, every day of my life I see people who refuse to take responsibility for their actions. They look for the easy way out, no matter what it costs them (or others) in the long run. People think it's okay to do something because they don't get the concept of consequences for their actions - mommy and daddy have always bailed them out, or they were just never held accountable to begin with.
It's just that your question sounds to me like you're trying to ease your conscience and that doesn't sit well with me. If you have all the education you say you do, you should already know there's no *safe* way, the pill isn't even 100% safe.
You're going to do what you're going to do, but you should at least think about the fact that reality does exist out there somewhere - and even if you do everything these other people have mentioned, it's still not fool-proof, and you should be willing and able to accept the consequences of your actions. If you're not, then I'd suggest thinking long and hard about what's really important to you.
I'm not trying to be a hatemonger as you say, I just can't tolerate stupidity and/or irresponsibility. You've been given a gift, a marvelous gift, one that many women haven't been given - to take that responsibility so lightly and casually is just plain wrong.

This sounds like a plan TO get pregnant.
If you are having sex, then you MUST be ready for a baby or doing the MOST you can to defy the odds.

Just a condom is a good choice. Add non hormonal gel or foam makes your odds to get pregnant less. Add a diaphram and you are even better off. But, with all three, you can STILL get pregnant. It happens all the time. So be prepared.

I would consider an IUD with very low hormones.

They also have Lea's Shield which you can buy online from Canada without a scip. They are diaphragms, one size fits all. But that will run you about 100 every six months.

Also consider Today Sponge. They are super, good protection for 24 hours!

Option number 3: To do all of that

Use condoms, only have intercourse in your not fertile period AND if one breaks, use the day after pill.

Get an IUD.
Use condoms with foam.
Use condoms with a diaphragm.
Use condoms with a cervical cap.
