I have heard of people going to school and I have also heard of people just buying a book and then taking a test with no schooling? What have you heard?

Not a single state in the U.S. requires a pharm tech to undergo formal education. Some states require certification or formal education. The general opinion is that formal education is a waste of money, once you consider how low paying the job is. The best thing to do is to work at a pharmacy for a while and then take the exam. You are not required to have any formal education to take the certification exam.
This is not the safest of all careers to go into. As pharmacy becomes more automated, fewer techs will be needed.
