Yeah im pretty sure you could get one seeing as your parent was born in Britain.Phone the uk passport office and they can advise you.I have both seeing as i was born in Northern Ireland.Good luck.

Id say you could my brothers gfriend is English. Born in England but her mother is from Canada and she had a Canadian passport when she was young.
