I couldn't find any information about a property of rocks called "tumbling index." But if you're talking about the hobby activity of rock tumbling, in which stones are polished and smoothed, then you might mean the "number" or "rating" of the abrasive grit that is used, which usually is made from ground silicon carbide. In that case, a larger rating refers to a finer grit, i.e., smaller particles.
