If it turns on and some text appear on the screen, press F1 or Del to enter BIOS. Select "Load Fail-Safe defaults", save and exit. PC will restart and proceed to boot. If Windows fail to load, reboot then press F8 before Windows start loading. Go to safe mode and do a system restore.
If it is just a black screen, here's what a technician or a PC hardware enthusiast would usually do:
1. W/ PC unplugged, reseat graphics card and possibly memory modules too, then power ON PC.
2. If nothing happens, will try running PC w/ bare minimum devices. That means detached hard drive, CD drive and floppy drive. If PC runs and capable of opening BIOS, it is shutdown then the devices are reattached one at a time to isolate the defective one.
3. If nothing happens, the video card is tested in another PC. If videocard is OK, the motherboard could be defective. In my case, my final check is to use a PCI video card(I've got 2 for testing purposes) to test the motherboard. If nothing comes out on the screen, it is really a motherboard problem.
I'm not a technician, just an enthusiast w/ lots of PC parts scattered all over my PC shack.

Do the fans come on at all? If so, it's probably the video card or the graphics chip on the mobo. If no fans etc. it's the power source or try using contact cleaner on the off/on button contacts. If you don't have a separate video card, then the mobo is the problem. Remove the CMOS battery on the mobo for an hour or so, replace it and turn the computer back on. If a no go, replace the mobo or get a separate PCI video card for your expansion slots and try that. A 128MB to 256MB video card should work just fine. You'll have to disable the on board video in the device manager though.

If your fans turn on and still nothing happens. Your mother board or possibly your processor have gone bad. You could also try a different power supply. But I would say it is one of the first two that is your problem. Hope that helps.

i know you don't want to open it but you can just turn it off then open it. if you be careful (and nothing gets hurt) then it will be fine when u turn it back on now when did you get this computer? anyway go to a store like "best buy " circut city" or maybe even "the geek squad". and get memory but i would acually tell someone at "the geek squad" or "best buy" about it before you go tearing if apart.....

i would try
1 - turn on monitor
2 - turn on computer
3 - constantly tap f8 - located at top of your key board
4 - when new screen comes up - use up and down arrows also on your key board to high light safe mode last know good configuration etc
5 hit enter on key board
5 - windows should start or it will give options on how to start windows

Hardware failure,
Replace the Rams then turn on..
Replace the Cmos Cell on your mother board and then turn it on..
still the problem
Most probably your MB bios is burned out.

Do you have a valid operating system installed? If you do, then your best option would be to do a fresh reformat, or reinstallation of your operating system. It's possible an important file or directory became corrupt, and won't load anything after your computer boots.

If alll that fails: It may also be a virus. If you don''t have one - go get an anti-virus program that will boot the computer.
