Honestly it varies from person to person. If you decide to get circumcised, know that it will remove a lot nerve endings found in the foreskin, thereby decreasing sensitivity (see link 1).
However, this won't necessarily increase the time it takes you to ejaculate, it simply won't make it feel as good. Most studies show that there is no significant different in ejaculation time between circumcised and uncircumcised men (see links 2, 3). Furthermore, studies have indicated that the foreskin contributes to the sexual satisfaction/pleasure of not only the man, but the woman as well (see link 2, 3, 4).
In any case, there are many easier (and cost-free) ways of managing/eliminating premature ejaculation (see link 5 for some ideas). If you masturbate 1-2 hours before sex, you'll find that it'll take longer to ejaculate during sex (usually). Also, while you masturbate try the "stop and go" method, where you slowly masturbate to the point where you feel like you're about to ejaculate, then stop - either by stopping altogether or slowing down.
You can also try to strengthen your PC muscle (don't remember the full name) in something called Kegel's exercises (see link 6). This is the muscle that controls ejaculation and urine flow; in the middle of urinating, try to stop urinating for a few seconds, then urinate some more, then stop it for a few seconds, and so on. Once you've found the muscle you can contract and strengthen it even when not urinating.
With so many options that you can try on your own, circumcision is very extreme and probably won't help anyway. Premature ejaculation is more of a mental issue rather than a physical issue in most people. I hope all this helps and good luck.

Yes, circumcision would reduce the sensitivity to the head of the penis, but premature ejaculation is usually found in inexperienced men and disappears as sexual frequency increases. As a physician, I do not reccommend circumcision...give the problem a bit of time and it should be ok....or use any of the topical anesthetics that reduce sensitivity. For an older male, the procedure is uncomfortable and very humiliating and a large number of men that have been circumcized, wished they were not. Circumcision was and still is a religious thing, but in the 1970s and 1980s, women pushed the idea as a matter of personal hygiene or some people eveen said that circumsion prevented cancer of the penis...none of the reasons are valid.

Premature ejaculation has nothing to do with how much skin you have protecting your head. Sometimes it may be a little more noticeable since it helps as a lubricant and makes the foreskin and head a little more moist. Strictly going by the falling standards everywhere, I am going to safely presume that the performance by the actors was sub-par, which resulted in the premature ejaculate from Lord McFudd being thrust upon the rest of the audience.
