No such things exist. And not a good idea anyway. As soon as you permanently remove the hair, you may find that you very much want it back (for a lot of good reaons) and then it is too late.

No, not permanently, but then you can't permanently brush your teeth or comb your hair either. Waxing, Nair, Nads ect. will remove hair for longer than shaving and will not leave stubble.

i really don't think so. there are medical procedures, but they are costly.
