there are two types of phones which can do this.

the windows mobile and the Symbian smart phones.

for windows mobile, you can install skype in it.

for Symbian, normal phone can use Fring, which is an IM client for skype, google talk, msn and yahoo. it supports voice call as well. for the nokia E series, N80ie and N95, they have built-in Voip support, you can easily install Truphone on them and make very cheap calls all over the world.

in theory, you can do voice call over the slow GPRS connection of your phone. but to maximise the sound quality, you'll need the wifi connection.

You can't do this with a normal phone. You need a phone that has Wi-Fi built in. Then you can access the Internet via Wi-Fi while you're in range of a hotspot, and make calls via Skype or whatever over the Internet. When you go out of range of the hotspot you can switch back to normal cellphone technology.

It's called Unlicensed Mobile Access (UMA) technology.

Phones such as the Motorola A910 have it.
