Fix the floor first. Cut out all that is rotted. You will have to frame in around the hole you cut out. Nail into the old floor joist. Add framing around the pipe for more support.
You will also have to do some pluming. You will need to put in a new flange & any pipe & couplers to reattach it. A new bowl gasket & you should be good to go.
If there is no rot & doesn't need bracing & if the screws have just rusted off. Then just pull the toilet, put in new screws & gasket, & put the toilet back into place.

The foundation of any building project is the most important part. Fix the floor first. There are a few things that may happen if you don't. Toilet may fall through the floor, the bowl may break due to stress, the piping may break from the rocking action. None of these are good or cheap to fix.

Have used this previous plumber's trick for similar situation. you'll might want to reset the rest room & replace the wax ring. First, verify to work out if the floor flange & surrounding tile are aspect. If there is only a small distinction, this works. Have the floor bolts & wax ring in position . mix up some plaster of paris & stick extremely moist gobs into the cavities below the bowl. might want to artwork "quickly." .. reset the bowl, have a seat, verify for aspect & tighten bolts. The plaster will fall out of the cavities & fill areas between the bottom of the bowl & floor. It places a lot less rigidity on the bowl than shims & provides a better bearing floor. superb regards

for a quick fix bolt some 3/4 inch plywood to the bottom off floor that is rotten then drill down thru toilet and run a bolt down.

You need to fix the floor. Please don't give half butt advice folks. What if someone sits on the commode and falls from the second to the first floor.
