I say it's a little of both. The mechanic is nothing without his tools, and the tools don't work themselves if you catch my drift.

A good mechanic with poor quality tools can't always do a very good job... at the same time, a poor mechanic is a poor mechanic.
I prefer a good mechanic with a decent tool set.
