The best has to be to coastal area near Los Angeles California. Sixty degrees at night and eight during the day. No smog near the ocean and moderate humidity. But the taxes will kill ya.
The worst is probably along the border of Canada, unless you like the cold and the humidity.

West Michigan. We have perfect summers here in th elow 70's and sometimes reaching the 90's. But, we always get a cool breeze off Lake Michigan. In th eWinter we can get Lake Effect snow however which is worse than some of the blizzards they get out in Minnesota and the Dakotas. The Lake prevents our weather from being much less than -10* F or so and Usually no Higher than about 90* F Granted there are some occasions where wisconsin will be in the 120's and we because of the lake will be around 105-110* F. Basically, we don't get the tornados and hurricanes of the south or the earthquakes of the west, but we get the heaviest wettest snow in the country and the most beautiful summersand color changes in the fall. The lake also has this tendency to snow out our little league games every now and then too.

Best is Southern California close to the coast. Worst is the Southeast, from South Carolina, Florida thru Louisana.

this is really an opipionated question. I guess whoever has the same opinion as you gets best answer. Anyways, it really depends on the time of year. I think Maine has the best summers, and i think the mountains of virginia has the best winters. Beautiful snow and not too cold.

Denver, Colorado. Over 300 days of sunshine a year...gorgeous.
The plains states...they get tornadoes, blizzards, and ice storms.

I think alot has to do with so many other factors that influence your life like, travel to and from work, recreation, some people prefer a "change of seasons", etc....

idk about worst weather, but by far, i think california has the best weather! i love it here. especially san diego, its fresh sunny and always pretty! right now its like 11 here and you can go outside w/o a sweater and its soo fresh and pretty!!!
