What Katherine said. If you're broke that is precisely when you need to save money most. If you take 10% off the top in a couple of years you'll have a nice chunk saved. I guarantee you you can find things to cut out of your budget. You do what you can do. You can't expect any more. Try getting an extra job for a while. When it becomes too much you can quit. Get ahead and stay ahead. It's a good feeling.

Even a strict budget has room for a small savings plan. Starting small, even $20 per month, is a good way to get going. If you find it hard to save with low income, try one of the new Bank of America Keep the Change debit cards. They round up every purchase you make and put the change in your savings account. Make saving an item in your budget. Have some money automatically transferred out of your checking account each month and sent to a savings account, a money market account, or even a mutual fund account. Even if it's a small amount, your savings will grow over time. Be patient and persistent, and you'll succeed.

Try the "Pay yourself first" budget. Put money away for savings before you do anything else. Then live on the rest. If you wait until the end of the month, there won't be any money left.
