I personally would answer your question by saying terrorism has won the war thus far. The reason being is that the United States has adressed terrorism by using power projection and military action, when the real tool which should be used to prevent and hamper terrorist efforts is Law Enforcement. The reasoning for all this is that terrorism is a security issue, and should be dealt with in an appropriate manner using both counter-terrorist and police forces designed to handle those issues. By using military and brute force,(like in Iraq) to establish a military presence in the middle east designed to combat terrorism, you just make the problem even worse by sliding us into an open conflict with terrorist insurgents who can force us into defeat. Al-Qaeda has insurgents in Iraq right now who are contributing to our defeat there, and this just demonstrates how they can effectivley defeat us on a military level. Law enforcement can directly pinpoint and shut down major terrorist cells, and apprehend terrorist leaders on a much precise level, which can help us win the war on terrorism. I feel like until the United States shifts its focus from a military response to a police one, this war is being lost.

There are and never will be any clear winners. For in many parts of the world, it is the USA that is the terrorist. As long as there are people, there will be terrorism of one kind or another.
The USA cannot deal with terrorism on a worldwide scale but only set an example in hopes that other countries may identify and help in the effort to eradicate the kind of terrorism which deliberately targets innocents.
There are innocents who are nevertheless victims of the USA's attacks against legitimate terrorist targets, to the relatives of those injured or killed, the USA becomes the terrorist.
So it is that no one can become a clear winner.

Although the war is still news, terrorist attacks are not. In other words, ever since we've been keeping them busy overseas, none of our planes have been hijacked from them. However, the main purpose of the war now is to suppress the middle east's old, radical views and introduce democracy and freedom to those people. After all, this is not going to be a short war for, before the US was created, the colonies have been practising and perfecting democracy for over 200 years.

The terrorists won as soon as George Bush
waged war on American liberty...........
The terrorists have George Bush behaving like a terrorist
Americans don't spy on people without a warrant
Americans don't arrest people without probable cause
Americans don't hold people prisoner without charging them with a crime
Americans don't hold people prisoner and deny them legal representation
Americans don't torture
Americans don't wage war with pre-emptive attacks
Americans don't disregard the Constitution
Americans don't disregard the Geneva Conventions
but we do now...... George Bush has done exactly what the terrorists wanted....he's destroyed almost everything that made America great
in the name of American patriotism

I hate to say this but the terrorists are winning. Look at what we now do to get on an airplane. We are constantly looking over our shoulders wondering if it could happen to "me". This is what terrorism is people. Making you feel uneasy. You now don't know who to trust. Trust maybe something we have lost in this war.

I think it is tough going both sides pushing each other the thing that makes it hard for the USA is your own political leaders wanting to cut and run,the way I see it it`s like compare it to a baseball game both sides going back and forth but then some say well things don`t look so good so lets quit the game but the players want tp play on for their honor but the guys upstairs want to quit because they are weak.

AMERICA IS THE CHIEF TERRORIST!
Most other terrorism as such has increased dramatically since the Bush gang launched their ridiculous war on a concept, that is the CIA's own findings. As for defining Hisb Allah as a terrorist entity, that is just untrue. The same is basically true of Hamas. The tyrant occupier always defines the resistance as Terrorists. Since the Roman Caesers, to Stalin and Hitler, to the USA, always the tyrant calls those who resist their tyrany, terrorosts. History records the truth eventually.
Terrorism is not an ideology as a lot of bozos seem to imagine. It is a response to injustice. Which is why it comes from all religious groups. Americans are so focused on Arab or Muslim terrorists that they seem blind to the fact there are Christian, Hindu, Budhist, Daoist and Atheist acts of terrorism. Jews have been the fathers of modern terrorism and are among the most prolific to this day.
It is a percieved injustice which brings about most terrorist acts. Certainly when the perpetrator is a weaker group or individual. Othertimes if it is a state perpetrator, like Israel or the USA, then the motives are more likely to be framing someone else for the act to justify some more general aggression. It is no more possible to win a war against terror than a war against drugs. With the added complication that the more you fight terrorism directly and refuse to deal with the root causes, the more you will breed the sort of outrage which leads to more terrorism. Fighting it like the Bush gang is doing is just making Global Terrorism a self fullfilling aim.
Of course that is exactly what the military industrial complex, which OWNS the USA and Israel seemingly wants. Endless war for profits and fun. Not forgetting the oft stated elitist view that the human population needs to be dramatically culled. The use of monstrous weapons of mass and indiscriminate and permanent destruction, like so called DEPLETED URANIUM, is a deliberate act of genocide. More like omnicide actually. The USA, has invented a new type of destruction.
OMNICIDE.
Take note, you will be hearing the term more often in the future, it is the definition being given to certain areas after the USA has brought their special brand of democracy to the place. It is the result of massive DU poisoning usually, though all reports suggest they are about to start with the real thing. It means you kill everything. All life. Literally your nation has become the enemy of all life, in direct and indirect ways even.
For all the yammering bullshit falling out of people's mouths about Iranian nukes which don't even exist in concept yet and Korean ones which amount to one or two big firecrackers so far, you Americans miss the biggest irony, the real nuclear threat which is profound and imminent..
YOU!
With more Nukes than the whole world combined and an ongoing breach of all nuclear disarmament treaties, you are adding to that stockpile daily and building bigger and worse ones too. Your country is the only one ever to use them and they are openly saying they will do so against a non nuclear country soon. Iran. Watch, they will too. Then let's see how the War on Terror is looking.
You sods have the temerity to scream and threaten another in fear they might concievably one day want nukes, while you proceed to unilaterally start a nuclear armageddon yourself. Surreal no longer describes the USA. Alice in Wonderland would seem like normalcy next to it.
Attack Iran and I think you will be overwhelmed with real Islamic terrorism for the first time ever. 9/11 was an inside job and logistically beyond any nation other than the USA or Israel, but far less complex and sophisticated attacks could easily be launched en masse with no trouble. If you think your pretense of security would really stop many genuine terrorists, then you are in for one hell of a shock I guess. How many Illegal Immigrants waltz over the border every day exactly?
The answer to terrorism is simple if you think about this.
You stand on a man's foot and he asks you to remove it. You have a choice remove your foot from his, or not. Let us say you do not, and he hits you. You could now get the message and remove your foot from his. You could also hit him back and remove your foot. Lastly youy might hit him back and keep your foot on his after all. Right now the USA has stood on the other guy's foot despite his pleas for it's removal.. They have struck him back and much harder when the guy hit them in retaliation. You have futhermore declared him to be a skunk, a criminal in his own land and a terrorist for having reacted at all in the first place to you putting your foot on him. You are actually demanding that he accept your foot on him as his due and be grateful for it. You demand he pay his national industry over to you for the privelage.
The USA is the Terrorist by any moral or rational argument. As such our world is currently ruled by terror. Nations like mine, Australia do what the USA wants, out of fear. Make no mistake, we have no choice in the matter, we are too important strategically to be allowed to do anything or have any government even which is not approved in Washington. Our leaders never say it, but everyone knows they act out of fear. New Zealand tried to enforce their laws on nuclear ships in their harbours and had their economy trshed by the USA as punishment. Australia noticed well what happened then and the present junta in the USA would stop at nothing to achieve their blunt and thug like desires.
The USA is the Arch terrorist. As such, I guess the War on Terror, would seem to be defined from the point of view of the most of the world, to have been lost long since. Hopefully the great terrorist will over reach soon and there is every indication they will, then maybe we might get to see some of that peace we were so looking forward too back in the early ninetees when we realised the Russians were people too.
