I want to be able to create a game that everyone could enjoy through the net. I'm not much of a programmer so I don't know where to start and I'm hoping that some kind of software that would enable me to create that kind of game.

Sorry, but there is not one program that will let you do what you want to do.
You going to need to know some programming, as well as Java programming, and html/ xml.

I saw a game that allows you to create your own RPG and some others, but the easiest programming software is Visual Basic 6, but its hard to create a game, but if you can, try playing a game then asking the creator how he programmed the game, maybe Java or Html are some programs
